Go to a club and see if anyone you like is there, if so talk to them, get to know them and once you are friends ask her out.
Through friends. I think it's best because you know people who already know them and what type of person they are.

Anywhere you see a guy you like, just walk up say hi, carry on a conversation, ask him if he's single? Does he want to take you out this weekend? What time is he going to pick you up for your date this weekend.
