Your parents are just trying to protect you. You'll understand when you are a parent. Sadly, these days girls get taken advantage of very often and your parents are smart enough to know that. I am 21 and I didn't start dating until a couple weeks before I was 16. I thought it was harsh but now I'm so glad because no telling what I would've gotten myself into. At 13 years old, not many girls know how to handle really tough situations. You just have to be patient and your time will come.
Because 13 yr olds are too young and immature for dating. They/you may feel otherwise but having been that age, and knowing how it feels to be 13, adults have a better grasp of the issue than you think.

Group outings, with adult supervision, are fine...dating shouldn't begin before age 16 and even then, some teens aren't emotionally ready for it.
A girl of 13 is changing fast, and may have raging hormones, and the possibility of pregnacy is very,very real. They wish to protect you from learning too fast for your own good, and from making very foolish mistakes.

...but it's because at 13/14/15 you should be out having fun, learning new things, shopping, playing etc. Relationships are for when you're older and want to share your life with someone, and for when you have life experiences you can share with someone you love.
